For this highly collaborative project, engaged stakeholders from across all 44 districts and offices and facilitated their substantive and meaningful participation in developing and implementing agency-wide business planning (prime: CPCS).
Worked with MnDOT to design the process and plans, develop and deliver content and training, and plan accountability and implementation assessment.
The project is yielding actionable and implementable business plans tied to MnDOT’s strategic priorities and needs, enabling districts and offices to align their business activities to MnDOT’s overall strategic vision, mission, goals, and budgets.

- Led the statewide stakeholder engagement effort to gather perspectives and guidance on the previous year’s initial business planning effort, and how to build a more robust and valuable program going forward
- Led development of business planning training program for the 44 MnDOT districts and offices, including multiple pilots and all participant materials
- Led development of Train-the-Trainer (T3) program and Training Guide
- Delivered the T3 program to MnDOT staff along with multiple trainings to districts and offices throughout the state
- Worked with project team and MnDOT leadership to:
- Identify business planning gaps and improvements
- Build consensus around program contents and implementation
- Develop a comprehensive template for users to collaboratively build consistent and substantive business plans, and protocols for sharing the live business plans across the agency
- Develop, pilot, and refine relevant roll-up reports and analyses to inform decision making
- Create meaningful short- and long-term evaluation content and processes
