Strategic Planning. Designing and implementing a comprehensive strategic planning process for this far-flung park district serving up to 6 million visitors annually. Incorporating existing research and plans, and engaging the full range of internal and external stakeholders to create a vision, goals, and strategies to support the district’s strong mission.

University of Minnesota, Morris Visioning and Strategic Positioning. Designed and implemented an aggressive outreach and input process to engage diverse stakeholders through 60 brainstorming sessions, multiple surveys, interviews, and collaborative sessions. Compiled all input and brought together appointed task force members in a series of workshops, and assisted group in preparing interim and final recommendations to the University president.

University of Minnesota Department of Public Safety, Minneapolis
Strategic Positioning. Designed and implemented rigorous and inclusive strategic planning process for a major department as part of University-wide planning and visioning. Addressed nuances and complexities of the recently consolidated departments of police, emergency management, and central security. Worked closely with internal and external stakeholders to conduct deep stakeholder analysis on which to base subsequent thinking and decision making. Helped develop goals, strategies, and tactics, as well as a detailed strategic plan anchored within the university’s strategic positioning framework. Back to top |

City of Roseville, MN
Community Visioning. Conducted comprehensive community visioning project for the City of Roseville, a robust and strategically located first-ring suburb as they struggled to make insightful redevelopment and development decisions. Project included identifying, analyzing, and gathering insights from a diverse range of stakeholders, articulating community values, working with resident-led topical subcommittees and Council-appointed community steering committee, conducting workshops to identify and agree on community goals, strategies, and vision, and keeping the Council and staff informed and engaged.

Humane Society for Companion Animals, St. Paul and Woodbury, MN
Organizational Strategic Planning and Decision Making. Designed and
implemented comprehensive strategic planning process for this 100+ year old
organization protecting companion animals. Designed, conducted, and analyzed
hundreds of surveys for staff, donors, and adopters. Worked closely with
staff and Board to explore programmatic and physical plant options.
Identified powerful goals and strategies well aligned with mission and
designed to drive subsequent decision making.

Fieldbook on Participatory Management and Public Involvement. Jointly
researched, developed, co-taught, and published (September 2007)
comprehensive fieldbook for statewide program and graduate-level course on
this topic with nationally known strategic planning author John Bryson.
Includes strategies and approaches to legitimate and meaningful policy
change within a complex and often highly political environment.

Hennepin County Housing, Community Works, and Transit, Minneapolis, MN
Process Evaluation, Design and Visioning Recommendations. Design and conduct rigorous annual public involvement effort for Hennepin County’s Homelessness Continuum of Care selection and ranking process. This diverse decision-making group includes professionals and homeless people who determine criteria and select recipients for millions in HUD funding for facilities and services for homeless people. Process Evaluation and Design Recommendations: Evaluated Continuum of Care processes through interviews, process and results analysis, and comprehensive recommendations. Recommendations to senior staff are affecting major visioning work and ongoing decision-making processes.

Community Involvement and Decision Making. Designed an unusually inclusive community-focused process to prepare recommendations for site redevelopment of blighted property. Included members from strategic community groups, as well as from all city and county agencies with regulatory and decision-making authority. Reached consensus on neighborhood- and culturally-sensitive recommendation.
