MN Dept of Commerce Strategic Plan

Client: Minnesota Department of Commerce

Project: Designed and conducting a robust strategic planning process for this very complex state agency with a broad-ranging mandate including regulating banks, ensuring gas tanks correctly measure what they dispense, enforcing consumer fraud laws, regulating licensed professionals like real estate and insurance agents, regulating energy utilities and promoting clean energy, and handling unclaimed property.

Engaged stakeholders from every division plus selected external stakeholders to ensure all voices are heard, and to increase awareness and understanding across the agency. We involved nearly 400 participants through a variety of techniques to:

  • Review and incorporate previous planning
  • Gather input and update values, vision, and mission
  • Prepare drafts and gather feedback

Working with the cross-division “process steward team,” we then wrote the Strategic Plan and directly linked it to annual Action Plans. Finally, we jointly developed and piloted a live, interactive process to routinely monitor and update the robust Strategic Plan.
